KCB State Convention Business Meeting – November, 2016
The 43rd annual conference and convention of the Kentucky Council of the Blind was held on November 11-12 ,2016 at the Ramada Inn on Zorn Avenue in Louisville. President Deb Lewis called the business meeting to order at 12:04 PM on Saturday November 12.
After introductions and lunch, Secretary Rick Boggess read the 2015 meeting minutes. Elaine Weisbard made a motion for approval. The motion was seconded by Bill Deatherage and unanimously approved.
Treasurer’s Report
Treasurer Carla Ruschival reported the October 31, 2016 and October 31, 2015 account balances. Elaine Weisbard made a motion to accept the treasurer’s report. The motion was seconded by Bill Deatherage and unanimously approved.
Committee Updates
PR/Membership: Rick Boggess reported work continues to establish contacts on the four year college campuses. Summaries of all KCB board and convention meetings since November 2012 have been posted. The main difference between the posted summaries and minutes is that the summaries do not show specific account balances.
Constitution, Bylaws and Resolutions Committee: Committee chairman Adam Ruschival reported that the committee did not have any resolutions. The committee will draft a resolution thanking the hotel after the convention.
Nominating Committee: Bill Wright presented the committee’s slate of officer candidates for two year terms on the KCB board and thanked committee members Kendall Perry and Leonard Watkins for their assistance. The following slate was presented: Debbie Deatherage, president; Joey Couch, first vice president; Gerry slusher, second vice president; Rick Boggess, secretary; and Carla Ruschival, treasurer. President Deb Lewis was ineligible for a third term and Second Vice President Deb Trevino did not seek reelection. Bill Wright made a motion to accept the committee’s report. Elaine Weisbard seconded the motion which was unanimously approved.
President Deb Lewis then read the election rules. Bill Deatherage made a motion to accept the rules. The motion was seconded by Amanda Selm and unanimously approved. President Lewis indicated that Gerry Slusher had submitted a letter indicating her willingness to run for second vice president.
President Deb Lewis then presented each candidate’s name and called for additional nominations from the floor. When no additional names were presented for consideration, motions that each candidate be elected by acclamation were made, seconded and unanimously approved.
President’s Report: President Deb Lewis highlighted some of the major accomplishments during her four years. During this time Sound Prints changed from a weekly radio show to a weekly audio magazine podcast, KCB sponsored several Crossroads Leadership conferences, the convention site moved from KSB to the Ramada Inn, two new chapters were added, KCB celebrated its 50th anniversary and more. She concluded by recognizing people who have contributed to KCB in many ways and pointed out that there are always ways to become involved with KCB and ACB.
Adam Ruschival made a motion to accept committee reports. The motion was seconded by Elaine Weisbard and unanimously approved.
Adam Ruschival reported on several activities in which KCB has been involved. These included the Louisville Story Program, formation of the Kentucky Historic Society of the Blind, involvement with blindness agencies and working with local Lions Clubs. The Ky Historic Society for the Blind is now seeking 501(c)3 status. The Downtown Louisville Lions Club has donated $3000 to help KSB celebrate its 175th anniversary. There will be a large Founder’s Day celebration on May 9, 2017 and work will continue to update the history of the school.
Sound Prints: Carla Ruschival reported this is the 15th year for Sound Prints which is produced weekly and now available through the iTunes store. About 85 CD’s are being mailed weekly.
Carla Ruschival indicated the fifth annual ACB Holiday Auction, which will be broadcast on five of the six ACB Radio channels and available by phone through Audio Now, will begin at 7 PM (EST) on December 4. There will be about 70 items available for auction. Items can be previewed by going to www.ac b.org and clicking on the Holiday Auction Link.
President Deb Lewis encouraged people to apply for vacancies on the State Rehabilitation Council.
Elaine Weisbard made a motion to adjourn. The motion was seconded by Bill Deatherage and unanimously approved. The meeting adjourned at 1:25 PM.
